A 911 operator is supposed to handle a crisis, not become part of one.

Lalo Delgado, of Tucson, Arizona, called 911 recently after an accident caused both his car and his girlfriend to catch fire.

While Delgado explained the situation, he was stunned to hear the dispatcher laugh, a reaction he labels "disturbing."

Authorities say the operator did act inappropriately, but claim it's an isolated case.

Meanwhile, officials claim the response time to the call wasn't affected, but Delgado isn't so sure, saying, "If she wasn't there playing around giggling and would have been right on it. One minute, two minutes, every minute counts man."

Delgado's girlfriend, by the way, has begun a slow recovery from her injuries.
