Missoula Police received a call at around 2:00 a.m. Tuesday involving a potential drug deal. According to Public Information Officer Travis Welsh, the caller noticed some suspicious activity taking place near the 1600 block of Russell Street.

"The complainant reported that there were a couple of vehicles that had been parked there for an extended amount of time and appeared to be occupied," said Welsh. "The complainant also reported lots of foot traffic coming to and from the vehicles and thought that there may be some criminal activity going on there."

When officers got to the scene, they noticed two males sitting in one of the parked cars.

"Officers responded and made contact with two males that were in one of the vehicles," Welsh said. "Through the course of conversation and determining backgrounds of each of the males, the case went to the point where 54-year-old Richard Horn was arrested for criminal possession of dangerous drugs and criminal possession of drug paraphernalia."

The second male in the car was identified, but the officers were not able to determine probable cause for arrest.
