Missoula, MT (KGVO-AM News) - On September 15, 2025, a Missoula Police Department Officer was patrolling in the area surrounding Scott St. and Broadway, specifically “Broadway Island.” The officer knows this area to be frequented by drug users, as evidenced by discarded drug paraphernalia that is frequently found in the area.  

Other officers began speaking with a shirtless male who had exited from the bushes; meanwhile, the officer observed some movement in the bushes. The officer announced himself, and he observed a person crouched down and clutching something in their hand.  

The officer could see that the individual was a female and was not wearing pants. The officer asked the female to identify herself and the female identified herself as 27-year-old Kiley Finley.

Officer Discovers a Meth Pipe

The officer asked Finley what was in her hand, and Finley showed the officer a glass pipe with a bulbous end that he recognized as a methamphetamine smoking pipe. The officer also observed that the pipe had white residue.  

The officer asked if Finley had been smoking meth, and Finley said, “Yeah.” When asked where the rest of the meth was, Finley produced a small piece of plastic holding a small shard of what the officer recognized as methamphetamine. 

Finley was placed under arrest and was transported to jail. Finley also had a small piece of paper in her possession that was folded up to form a container. The paper was also found to contain suspected methamphetamine.

Another officer later tested the substances via the TruNarc and found that it yielded a presumptive positive for methamphetamine. Officers also located several other items that appeared to be suspected paraphernalia. 

Finley is currently being charged with felony criminal possession of dangerous drugs and criminal possession of drug paraphernalia. Her bond was set at $10,000.
