Missoula, MT (KGVO-AM News) - On April 29, 2024, at approximately 8:20 PM, a Missoula Police Department officer was conducting patrol. The officer heard another officer advise dispatch that she would be at a casino, conducting a check. The officer at the casino advised she was out with 41-year-old Keith Shinn who is being supervised by Montana Probation and Parole.  

The on-call PO requested that the officer conduct a search of Shinn. According to court documents, nothing was located on his person that was of evidentiary value. The PO also requested that they conduct a search of Shinn’s vehicle.  

The officer began searching the driver's side of the vehicle and looked inside the driver's door cubby. In the cubby, he observed a foam sleeve with something in it. What he observed was a black and clear glass container that contained a white crystal-like substance in it.  

The officer pulled the container out and immediately recognized the substance as being Methamphetamine. The officer then observed the item in the foam sleeve and recognized it to be a glass pipe which he knows from training and experience to be commonly used to ingest Methamphetamine. There was also a tooter straw in the foam sleeve.  

In the back seat, the officer located several hypodermic syringes, which appeared to be new. In the same pouch as the syringes was an unused nasal Narcan.

The officer then told Shinn about what he discovered and provided Shinn with his Miranda Rights Admonishment. At one point, Shinn claimed ownership of the items in the vehicle. The officer tested the suspected Methamphetamine with the Tru Narc. The Tru Narc showed the substance to be Methamphetamine.  

Shinn was placed under arrest and was transported to the Missoula County Detention Facility. He is currently being charged with felony criminal possession of dangerous drugs.
