The Missoula Police Department is still actively searching for a man who is accused of sexually assaulting multiple teenage girls. On August 5, 2019, police received a report of a sexual assault that took place a day earlier at the Madison Street Footbridge. The alleged attacker is Richard “Jersey” Siebert. According to court documents, Siebert is approximately 40-years-old and is a registered sex offender in the state of Wyoming. The two 14-year-old victims told police that Siebert offered them alcohol and they declined. Siebert continued to make them feel uncomfortable and continued making light physical contact with them. One victim described the male as getting really close to her, to the point where she felt uncomfortable and would try to stand behind her male friends who were present. At one point, Siebert allegedly grabbed one of the girl’s buttocks without consent.  She and her friends were getting ready to leave to go to Caras Park. As they were leaving, Siebert allegedly gave another girl a kiss, half on her lips and half on her cheek. The girl said she “felt gross”, screamed out loud, and walked to the Double Tree to get a glass of water to rinse her face and mouth.

On August 14, 2019, a Missoula police officer met with another 14-year-old girl who said she encountered Siebert. She said that about one and a half weeks prior, she was at the California Street foot bridge. Her and her friends were planning on jumping in the water. She said they challenged Siebert to jump in the river, telling him they would jump if he jumped. Siebert took off his clothes only leaving on his underwear. The teenage girl leaned against the railing to see if her friends made it to shore. As she was leaning, she felt heaving breathing on the left side of her neck. She said Siebert placed his hands on her hips and rubbed himself against her without consent. When she realized it was Siebert, he backed off and said “Oops, sorry.” She felt scared, shocked, and wanted to go wash herself off.

All three victims positively identified Siebert in a photo lineup as the person who had assaulted them, but Siebert denied assaulting the girls. MPD is requesting your assistance in helping them locate Siebert. He is currently wanted for three counts of sexual assault of a minor. If you see him, please call 9-1-1.
