I know that some people are not the "sharpest knives in the drawer." But this lady from North Dakota is "half of a sandwich short of a picnic." This concerned citizen called into a Fargo radio station to complain about the Department of Transportation putting up "Deer X-ing" signs in places of high traffic. Donna thinks that the signs encourage deer to cross at those certain points in the road. Like a crosswalk does for people.
