You know how every state/town has those ridiculous laws on the books. Like the ones that say you "can't eat ice cream on Sundays" or " you can't wear blue on labor day." New York City has a fairly established law that makes it legal for women to walk around topless. They figure it is gender discrimination to allow men to take their shirts off in public, why can't women?
